Windows 8.1 User Profiles Missing

We recently migrated a M$ Surface Pro 3 with Windows 8.1 using Profile Wizard 3.8.  Everything worked fine for a few days but now today when he goes to log in, he gets an error that C:\windows\system32\config\systemprofile\Desktop is unavailable.  In fact, that file does not exist.

It allows him to log in, but there are no settings available.  I also try to use the Profile Manager and it doesn't show any profiles available.   I created a new local admin user that I can log in as, but it doesn't create any profile info for him under C:\Users.

Anything you can suggest I look at?  I have not seen this before, but of course the last major thing we did to his device was to convert it using Profile Wizard....

We've not seen this before either. It sounds very strange.

What happens if you open a command prompt? Normally it will open at C:\Users\Username, what does it say? Similarly Echo %USERPROFILE% ? Windows must be using some file storage somewhere - although it may be a temporary profile.
