I used the tool to migrate the profile from a local user to a domain account and now the edge bookmarks for users do not load. Could this be because the SSID changed on the profile and the bookmarks things its a different user? Anyway to fix this that anyone is aware of or recover the bookmarks out of the spartan.edb?

Unfortunately, unlike with any other browser – including IE – Microsoft provides no means of exporting favourites from Edge. They assume that you will link your Microsoft account to your Windows sign-in and your favourites will be saved in the cloud. There is no way to migrate favourites to another user account, and once the profile is migrated they are lost – if they are not stored with your Microsoft ID.

This utility :
http://www.emmet-gray.com/Articles/EdgeManage.html
have many functions for Edge, for example : import, export, migration to another web browser etc.
So, migration favorities from Edge is possible.
