Requested operation requires elevation

We are trying to migrate WIN 10 machines from one domain to another this weekend. We've used the tool for many migrations but hitting an issue where we have not be able to identify the variable cause the issue.

Windows 10 machines are giving this error in the profwiz logs:
Creating migration process... Done.
The requested operation requires elevation.

We have removed the vscan products, validate GPOs settings, disabled UAC, etc.
We are trying to use the local admin account.

In the Windows security logs we see this audit failure:
A privileged service was called.

     Account Name:          Administrator
     Account Domain:          TNMEMOF1WKS552
     Logon ID:          0x1903A2

Has any one else ran into this?
