After migrating two systems one Windows 8 and one Windows 7 to our new domain. Neither system can download files using IE 10 we have to use Chrome or FireFox. Also we are a developer and after migration neither system is able to load Embarcadero RAD Studio XE2 software. With the one system we formatted the hard drive and reinstalled Windows 8, then joined the Domain the old way and installed our software and all works fine. I would like to figure out the problem so I do NOT have to format the other system.

We have never had any other report of problems downloading with Internet Explorer. Do you have a third party add-on installed? What error do you get?
 
We have no information on Embarcadero RAD Studio XE2 software. There are some applications that create non-standard registry ACLs which exclude the SYSTEM account. If User Profile Wizard cannot access a registry key it cannot migrate it. Where we know about these keys (such as with DropBox) we can do something about it. Another possibility might be that the software is encrypting licensing information with the old account credentials. You could try using Procmon to see what is happening when you try and launch the application.
