Good morning

I have an old RDS/TS system on an old forest, and I'd like to use the Forensit tools to move the users data to the new RDS/TS system in a new forest.

Can it do that? It's not clear from looking at the documentation, but I guess it shouldn't be any different than moving data from one computer to another...

Yes. Transwiz is often used to migrate RDS profiles.

Do you need to log in as each user and run the transwiz free once for each user?

You don't have to log in as each user, but you can only backup one profile at a time with the Freeware Edition.

If you want to backup multiple profiles, you can script that with the Professional Edition.

Another question, Any issues moving windows server 2008 profiles over to new server 2019 rds server?

There are no known issues. Transwiz is often used to transfer RDS profiles.
