Does not start User Profile Wizard

   Downloaded the UPW Build 3.7.1186 link. Try to run the program, but nothing happens. In the list of processes in Windows task Manager process profwiz.exe no. Operating system Win XP SP2. On another computer program runs. Perhaps the problem in .Net Framework. On a computer that does not run User Profile Wizard .Net Framework is not installed.
Whether to run the UPW installed .Net Framework, or the problem may be elsewhere?

	User Profile Wizard is a statically-linked native executable - it is not reliant on .Net or any other runtime files. Does this machine have an old AMD 32-bit processor?
