Domain to local account

Our company has 1 domain controller, and about 40 users who log in. Our domain controller was hacked and we can't access it anymore. So we have decided to not use a domain controller again, and just use local accounts. 

What are the steps? 

Do I need to log in as a local administrator on each computer, then create the local user account which will be used (e.g user1), 
then log back onto the administrator account to be able to run User Profile Wizard, select user1 as the user which will be used?

Or is there an easier way to go about this?

You do need to create the local user accounts. Once you have created the local account, you can just run User Profile Wizard straight-away, you don't have to sign-in as an Administrator a second time.

The only easier way would be to use a script that created the local accounts for you. We don't have a sample script that does that, but it should not be too difficult. Whether it is worth it depends on the number of users you have to migrate.

So I can run the tool, logged in as the newly created user?

No. Do not sign-in as the new user before migrating the profile. You can migrate the profile as soon as the local user account is created - when you are signed-in as the Administrator.
