I am unclear as to what order I do the transfer. I have a domain user, and have created a non-domain user. Do I leave the domain first and then transfer the profile, or do I have to be joined to the profile to do the transfer? Currently I have left the domain, but I am getting an error that tells me the domain controller cannot be found.

Hi Mike, 

Don't unjoin the computer from the domain first.  It doesn't matter if the old DC is unavailable due to failure for example, User Profile Wizard does not need to access the old domain.  

Create the new local account.
Run User Profile Wizard to migrate the domain profile to the new local account.
