Hi, I was trying to set up a local user to Azure AD migration, but I got stuck at the first step in Windows Configuration Designer.

The error message is "Bulk token retrieval failed" and followed by "user not authorized" or "bad request". I have searched the problem up and most posts just say to try the other version (ADK or the Microsoft Store version) and I have tried both versions and on a VM without success.

@LegitIT, I've been struggling with this and have read numerous articles, including the one above, that give conflicting advice. I finally got it to work. Try installing the Windows Configuration Designer from the Microsoft Store rather than Download and install the Windows ADK | Microsoft Learn. Install it on a Windows 11 or Windows 10 VM rather than a server operating system. Be sure you have at least one available Intune license on your M365 tenant.

Hello,

I was getting the Bulk Token Retrieval Failed, User Not Authorized recently in a new test M365 tenant because I did not have Intune completely enabled in Windows automatic enrollment-  Enable MDM automatic enrollment for Windows | Microsoft Learn Not sure if this is related to the issue you are having, but might be worth double checking.
