Defprof - Unable to delete user profile folder

I have a PC which I built with User1. 
I created user Temp to copy the profile of User1 to default. 
I created a new user, User2 based on the profile.
All are admins
I used User2 to delete User1 using the standard methods, which appears to be successful, however after reboot I am left with a folder structure as follows.  The folders are all empty.
User1
   Appdata
      Local
         ForensiT
            Migrate

I am able to delete the structure with no warnings, but each time it returns after a reboot.
I have tried a number of ways to delete the structure including:
  • Take Ownership.
  • Cleaning up the registry (nothing there)
  • Booting in Linux and deleting from there.
I'm only here because of the folders at issue.

I want to reuse the user and unless I delete this I end up with user[othertext] when I had it back.

I don't think this has anything to do with DefProf as such.

We had a Dell laptop that did exactly the same thing with any profile folder under C:\Users. You could delete the profile, and it would just come back at the next reboot. It looked like there was some kind of system restore application running in the background.
