Outlook not working after migration

After running profile migration on a hybrid ad join device, user opened Outlook and an error message showed "Your organization set a policy that requires all work email to be protected. An error occurred while opening the protected email."
Then user closed the Outlook and created a new profile then opened Outlook again, it works.
