Attempting to transfer RDS profiles from a 2012 R2 server to a 2016 server. Both domain members, and running transwiz as a domain admin. No issues with the first portion (packing the profile into a zip file), on the 2012 server, but when run the second half on the 2016 server ("I have data I want to transfer to this computer"), it fails with:

Setting Registry ACLs... Fails.
Unable to load Profile. Error 5.
Could not load 'C:\Users\xxx\ntuser.dat'.

Sometimes, I can get one to go through without error -- if I restart the server, and *then* try it. Not sure what that would have to do with it, other than being Windows.

Any ideas / commentary would be appreciated. Thanks!
