Defprof "service cannot be started"

This is the first time I've tried defprof. On a new Windows 10 computer I created a user that I then setup as I wanted. I then logged off that user and logged into the admin account and ran defprof. It ran fine. I then realised I needed to make some other changes so I logged back into the user account, made the changes, logged out and into admin and ran defprof and got this message:

Updating default profile...
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.
The default profile has been successfully updated.

Can anyone tell me (a) what this means; and (b) did defprof run successfully?
